Tartus is already abandoned. Russia’s Hmeimim airbase in Latakia province is not a reinforced facility with deep bunkers and underground storage, it is a field with unreinforced slightly built buildings at ground level, very vulnerable to attack. It is defensible with sufficient troops and equipment and prep, none of which are currently at the base.

The Russians evacuated and abandoned the naval base at Tartus about 5 days ago. They had 3 frigates and one improved kilo class sub there. The ships sailed, and the personnel either sailed with them or flew out of Damascus. The significance of Tartus is that the base was used to move russian troops and supplies in and out of Africa. With that base gone, the logistics become much more complex, and those missions in Africa become harder to sustain.
